The Best Contractor Compliance Software in Australia (2026)

“What’s the best contractor compliance software in Australia?” is the wrong question.

The right one is: best for what kind of contractor, in what kind of industry, doing what kind of work? Because the tool that’s “best” for a Tier 1 principal contractor running a national subcontractor portal is completely different from the tool that’s “best” for a 40-person specialist crew mobilising across coal sites in Queensland.

This is the comparison post we wish existed when we were building GO! Site Ready — honest about who each option suits, honest about where we fit, and honest about the categories that don’t actually solve the contractor-side compliance problem.

First: the categories that get confused with contractor compliance software

Before getting to the actual options, here are three categories that often appear in “contractor compliance” searches but solve a different problem:

Principal-contractor verification portals (Pegasus/Damstra, Avetta, Cm3, ServiceChannel). These are used by mine operators, Tier 1 builders, and large asset owners to verify the contractors mobilising to their sites. They live on the client side. If you’re a contractor uploading credentials into one of these portals as a downstream step, you’re a customer of the portal — not the user it was built for. They don’t solve your internal compliance problem; they’re the place you upload evidence after you’ve already built the evidence somewhere else.

Procurement and vendor management platforms (Coupa, SAP Ariba, Ivalua). These manage the commercial side of the contractor relationship — supplier selection, contracts, purchase orders, AP automation. Important infrastructure for procurement and finance teams. Not contractor compliance software.

Incident-reporting and SHEQ platforms (SafetyCulture, Donesafe, Mango QHSE). These focus on what happens after something goes wrong — incident logs, audits, corrective actions, policy management. Different problem. Many contractors run a SafetyCulture or Donesafe alongside contractor compliance software.

With those out of the way, here are the actual contractor compliance software options worth knowing about for Australian site-based work.

The criteria that matter

For Australian mining, civil, and infrastructure contractors, the criteria worth scoring against:

  • Site-readiness focus: Does the tool actually answer the operational question — is this worker, this piece of gear, ready for that specific site, today?
  • Multi-site coverage: Different sites, different inductions, different rules. Can the tool track all that without becoming unmanageable?
  • Equipment compliance: Does it cover gear (inspections, service records, calibration) alongside workers, or only people?
  • Client-portal coordination: How well does it coordinate with Pegasus/Avetta/Cm3 — without trying to replace them?
  • Australian fit: Built for AU regulations and work culture, or a US product retrofitted?
  • Setup friction: How long to go from purchase to usable system?
  • Pricing fit: Mid-market SaaS economics, or enterprise pricing?

The shortlist

2. Pegasus (now part of Damstra)

Best for: Tier 1 contractors and mine operators needing to verify and onboard external contractors mobilising to their sites.

Strengths: Largest contractor verification network in Australia. Integrated with most major mining operators. Strong reputation. Mature platform.

Limitations: Built primarily for the principal contractor side of the relationship. If you’re a contractor uploading credentials into Pegasus, you’re not really using it as your internal compliance system — you’re using it as a client requirement. Many contractors using Pegasus also need a separate system to manage their own credentials before uploading.

3. Avetta

Best for: Global contractor management programs run by large asset owners (oil and gas, mining, manufacturing) needing to verify contractor compliance at scale.

Limitations: Same shape as Pegasus — client-side rather than contractor-side. US origin; configuration assumes US compliance frameworks. Enterprise pricing and onboarding overhead.

4. Cm3

Best for: Australian principal contractors and asset owners needing contractor pre-qualification at scale.

Strengths: Strong Australian compliance focus. Used by large infrastructure operators. Pre-qualification workflow is mature.

Limitations: Pre-qualification orientation rather than ongoing site-readiness. A contractor approved on Cm3 can still have lapsed credentials a year later — the platform isn’t designed to track that ongoing.

5. HammerTech

Best for: Construction safety compliance, especially commercial construction projects with strong safety program requirements.

Strengths: Strong safety-program management. Originally Australian, now global. Good audit features. Pre-task planning workflows.

Limitations: Construction-specific framing — mining contractors find it doesn’t fit the mine-site language and workflow patterns. Heavier-weight than many contractor compliance use cases need.

6. Workplace / safety management generalists (Donesafe, SafetyCulture)

Best for: Multi-purpose workplace safety and incident management, broad coverage of policies, audits, and reporting.

Strengths: Mature feature sets. SafetyCulture in particular has strong template libraries and inspection workflows.

Limitations: These are not contractor compliance tools — they’re safety-and-incident tools. Contractors using them still need a separate way to track worker credentials, equipment compliance, and site-specific readiness.

How to choose

If your operation looks like this:

  • 10+ workers mobilising to mine, civil, or infrastructure sites
  • Currently running compliance through spreadsheets, email, individual coordinator memory
  • Australian, in mining or major-civil work, not pure construction or office-based services
  • Spending real hours per week on compliance admin and occasionally losing days to gate turnarounds
